Why do we need air permitting?
Air permits are required to ensure that facilities producing emissions do not cause or prose threats to human health and the environment. Air permits are required to control air pollution and reduce and monitor the amount of air pollutants and must meet federal and/or state regulations that apply to a source. Air operating permits are required by Title V of the Clean Air Act. Most air permits are issued by state or local agents with a small amount being issued by the EPA.
How to know if your facility requires an air permit:
Any operating facility that emits any type of air pollutant must obtain an air operating permit from their local air pollution control district (APCD) or the air quality management district (AQMD). For major companies they are required to include federal Title V requirements in addition to local district requirements. Major facilities are determined based the type of pollutant and it emissions, and in some cases based on the severity of air pollution issues in the area of location of the facility. You can visit https://www.epa.gov/caa-permitting/clean-air-act-permitting-californiato determine your local air permitting district.
Air permitting is administered at the local Air District level, for Southern California region is itSouth Coast Air Quality Management District (SCAQMD). Permits must be in compliance and accordance at federal and state Clean Air Act (CAA), the Air Quality Management Plan (AQMP), and air quality rules and regulations by specifying operating and compliance requirements for stationary sources that emit air contaminants. http://www.aqmd.gov/home/permits
